Update:  CM/ECF service has returned to normal.   The National Program Office for the U.S. Courts has reported that both Bankruptcy and District Court CM/ECF services, and PACER, are not accessible or are responding very slowly. They are working to resolve the issue but anticipate that CM/ECF will be unavailable all morning.
